You know what's even better? Doing so while reaping the benefits of Player Side Schemes!

Clearing the Way

With Skilled Investigator, Chance Encounter and Clear the Area, you are guaranteed to be able grab any 2 cost Ally and play it. This will be what you're aiming for at the start, to get as much value out of those Player Side Schemes as possible. This works incredibly well in solo, as you can do this to any PSS aside from Technovirus Purge, but we'll get to that in a second.

In 2 hero games, you'll want to start with Establish Perimeter if your opening hand has a copy of Clear the Area and hopefully Chance Encounter and Skilled Investigator. The alternative is to go for the Technovirus Purge if you have a copy of Mind Scan, but this should be enough to get the ball rolling.

Setup should be fast, and One Way or Another helps speed things up, while giving you more targets to thwart. Prioritize the side scheme over the PSS as the PSS have no downside to being in play other than no other PSS can enter play, or up to 1 other depending on player count.

With just a couple of side schemes defeated, Mind Scan becomes amazing and Telekinetic Blast finally becomes a Swinging Web Kick. With the amount of card draw from Clear the Area, One Way or Another, Skilled Investigator and yes, Chance Encounter, you should be able to go through your deck fast and get the right cards on the board.

Weapon X

So, why add Weapon X? First of all, Cable has a beefy 12 HP and REC 4, so he has a lot of HP to go around and with Bodyslide, you can even go between forms in the same turn. Most importantly though, it gives you a way to dig for any of his cards. His events only get better with the more side schemes you put in the victory display and both Temporal Leap and Forced Amnesia can permanently leave the scenario, thinning the cards you can potentially land with it, which is great! Both Plasma Rifle and Askani'son stay in play too, so at some point, you'll either just hit one of the events or a Telekinetic Force Field.

Chance Encounter

The best part about this card is not that it will just draw you a card. It can bring one back from discard. Hello there, Professor X and Quasar. Quake and Wiccan will likely be the ones you fetch first with it, just because Clear the Area+Skilled Investigator means you can pay for them, but should you have that extra resource available, there's really no reason not to grab these.

Just in case you're done thwarting though, which you likely are, we also have Bishop and Deadpool.

Bishop likes to hang out and gather counters, which may provide the additional fire power we need while able to thwart for 2. You could exchange him for another 3 cost Ally, but I figured time travelers should stick together.

Deadpool is great. Frenemies is great and more often than not you will have 2 targets for it. Worst case scenario, you just throw Deadpool in front of an attack afterwards and don't worry about the acceleration token. And then with another Chance Encounter, you can bring him back again! I'm sure Cable would love that.

One Way or Another

Just want to quickly highlight that if you have Forced Amnesia in play, you can snipe the worst side scheme in the encounter deck and remove it from play. Timing is of great importance, of course, but it's an interesting interaction that could swing the game heavily into your favor. Especially if you can pull it off during the first cycle of the encounter deck.

Closing

I haven't tried this deck out yet, so it's kind of a first version, likely with improvements to be made. Still, I think this is a solid foundation for Cable in Justice. Also, anyone turned off by the 42 cards, you have to realize that Cable's deck gets thinner over the course of the game. You don't want to draw too many player side schemes in your opening hand. It's also important to hit Skilled Investigator early, so you kind of need the 3 copies, even in true solo.
