DESIGN
As this deck was built for a 2-player match-up against Vision (of the Resistance) , the main imperative was to create a thematic 'Registration' deck. Though thre MAY be characters who are associated with the Resistance (I didn't go too deep into the comic lore), the likes of Nick Fury has been omitted as I know he was a Resistance-sympathiser. Inversely, I've included Captain Marvel to join Rhodey's Iron Man ally, as the face of the Registration side (....and of course S.H.I.E.L.D).
I've kept this deck to the minimal 40 cards in order to maximise the chances to draw the cards from which this deck is built. Organizational Support, Command Team and S.H.I.E.L.D. Deputy all have their full compliment of copies.
I've also ensured to include a large number of supports to trigger Organizational Support.
Command Team is included to re-use allies for a second activation ( in particular, Nick Fury, Sr. or Slingshot) or to ready them up to use them to fuel Organizational Support.
S.H.I.E.L.D. Deputy will give Rhodey the S.H.I.E.L.D trait both in alter-ego and hero. This is important as it means all your S.H.I.E.L.D traited allies and supports can be used to fuel Organizational Support when in hero form. It also reduces the costs of Jemma Simmons and Leo Fitz - both can be used to fuel Organizational Support or to fish and pay for Rhodey's upgrades as he builds up for the end game.
Ally choice was based on either the S.H.I.E.L.D or Avenger trait and loosely on who was on the 'Registration' side.
KEY CONCEPTS
Main concept behind this deck is to maximise the use of Organizational Support in order to pay for your expensive allies and supports such as,
Helicarrier and
Supports fuel Organizational Support more than allies, as they stay on the board where as allies recur. The likes of,

won't necessarily be used in a turn, so they can easily be used for Organizational Support.
RECOMMENDED
It's imperative to play S.H.I.E.L.D. Deputy as soon as you can. If you don't, then that will hinder the use of Organizational Support as Rhodey only has the S.H.I.E.L.D trait on his alter-ego side. You can still trigger Organizational Support in hero on your Avenger traited allies...but you wouldn't be able to trigger using any of your supports (in hero form)...most of which are rife for use.
Heavy mulligan for S.H.I.E.L.D. Deputy at the start. Don't worry about your other upgrades at the start. You want to build your supports out first once you have S.H.I.E.L.D. Deputy. It will set you up for your massive resources, as well as making Jemma Simmons and Leo Fitz cheap to play when you are in hero form.
