This deck is designed with 3-4 players in mind to be a massive thwart machine, capable of big threat removal across multiple schemes. Other heroes will be able to do their thing, and Peni can pivot immediately when it's time to lay down some hurt.

Ya' Basic:

Heroic Intuition and Heroic Conditioning will pump the base thwart to 4 (5 with Surveillance Specialist). Top that off with Psychic Link to 6/7 (sorry, parents). With your baked-in ready from Host Spider, that's 12 (split 7 and 5) each round. Limitless Stamina, All Systems Go!, and Spider-Man will give you even more readies.

Events:

As powerful as the basic activations will be, sometimes you need a bit more. Even the Odds to bonk all of those side schemes, along with Rapid Deployment to spread 6 across two schemes or all on one.

Friends:

Spider-Man is a lot at 5 cost, but Peni will generally have the ability to afford him, and you're looking at 9 or 12 removal from a side scheme off the rip. Lady Spider and Spider-Man both give you a bit more thwarting 'oomph. Ghost-Spider can snag your events back (All Systems Go is your normal target here). VEN#m will likely be a late-game push piece, but can thwart big, too.

All of this huge threat removal is magnified by Overwatch, doubling your efficiency.

Lay the Trap and Specialized Training offer additional targets for all this thwart. Generally not a fan of Specialized at high player counts, but with how much Peni can remove it's a solid choice.

Quick Quip and Upside the Head are both low cost ways to get confuses out there. Peni will still occasionally want to dip down to alter for a bit of extra card draw, especially early, so this can help enable that.

Finally, you have standard things to make all this work a little better: Avengers Mansion, Web of Life and Destiny, Endurance, Skilled Investigator, and Unshakable.

Put all this together and the villains will have no idea why there's no threat on any of their schemes, but they'll usually be too confused to notice anyway.

Lower player count thoughts: I'd likely toss all the Even the Odds and both heroic upgrades. They're not likely to be needed at lower players as they will at higher counts. I'd also pitch Lady Spider and Peter Parker. They're definitely a bit expensive, and their benefits not as strong at 1-2 (adding in Spider-Man in their place would be a good choice). Lay the Trap can probably go, same with Specialized, though I can see a home for either.
