This deck’s purpose is to be able to keep the villain locked down with stuns and confuses. I built this one partially as a challenge to myself to not use any basic cards (I really want to include Winter, Widow, Soldier, Spy but it’s basic so I can’t but you can throw it in if you wish). We’re utilizing Winter Soldiers powerful basic attacks that are boosted by the Winter Rifle and Upside the Head to kill the villain confused. He has lots of other tricks in his arsenal to help him with stuns and confuses, so it’s easy to augment this to be a very powerful solo deck.

Mulligan Priorities:

1 – Power Upgrades: Winter Rifle and Float Like a Butterfly

2 – Support Pieces: Skilled Investigator, The Raft, and Bishop

3 – Events to keep the villain tied up: Concussive Blow, Electrical Discharge, or Upside the Head

Basic Deck Strategy:

We aren’t running anything to tutor for our key upgrades, so we have to go through our deck the old fashioned way. Winter Rifle effectively doubles our attack damage since we aren’t running many ways to ready him back up, so that make it a priority grab to help advance the pace of the game. If you pull Bishop early, he’s a very good pick to get out since he can collect counters for later in case the game goes a little long. If you see the Winter Mask and you're playing a scenario with lots of minions you should probably get it out.

Otherwise the deck is a pretty straight forward confuse lock deck. It has a couple interesting interactions I wanted to note.

Concussive Blow is particular useful in any Float Like a Butterfly deck since it applies the confuse before the damage is done. You can pay for Concussive Blow with the Cybernetic Arm to make it hit for 5 total damage if Float is in play.

Scare Tactic also hits for 5 in an ideal scenario where you have Float in play.

I really like Stealth Strike with Winter Soldier since it effectively double up on his Hero ability.

I've included two pretty standard Justice delaying tactics in Counterintelligence and Under Surveillance. Definitely worth getting these out in scenarios with only one Main Scheme.

I think it's already well documented that Infiltration works marvelously with Winter Soldier since it's a good way for him to fish for minions to punch.

I really like popping Silent Infiltration when you have Upside the Head in your hand since that's our only way to ready back up during a turn.

Lay the Trap is a great outlet for threat removal if there's nothing to take off the main. Play it early and then wear it down over the course of the game with your normal plays.
