A slow frostburn
The idea of the Deck is simple: Combine Iceman's Debuff with Protections Tools to not be hit. You will probably never see Alter-Ego again once you flip to the Hero Side. Core Card is therefore Ice Slide, which you will never remove, giving you ample time to Defend against the Villain until your overall kit is build up. This will take time, but you don't need that many pieces to set up, and there are multiples.
Push up the Defense
With Ice Slide, Armored Vest and Synch, you can Push your Defense to a whopping 5, and the guaranteed - 1 debuff from Frostbite to the villain on the other side. It's also very consistent to get you started, as you probably don't need such a high defense against a lot of villains. To capitalize from your excellent Defense stat, Unflappable and Cryokinetic Perception will both draw you cards, and 3 Hard to Ignore help you to control the Main Scheme.
Ice Wall and Judoka Skill can serve as a fallback if the Villain gets very lucky. All in all, you should be able to preserve your Ice Slide, never going to Alter-Ego.
Control Threat
With Ever Vigilant and Hard to Ignore, you should be easily able to control the main scheme, but you will need to usually thwart with Allies, Chill Out! and Iceman (who, with Synch and Ice Slide, will be able to thwart up to 3). Some turns, you can use Iceman for thwarting twice - Thanks to [Desperate Defense](/card/09015, What Doesn't Kill Me, Utopia, Professor X and Ever Vigilant, you'll usually be able to ready, but in the late game you will have a very thin deck, often getting multiples and beeing able to pay them.
Finish the Villain
Don't worry doing Damage to the Villain. Your time will come once both Snow Clones are out and your defense Package is up and running.
Alternative Cards
While I like to get my decks consistent with a single gameplan, you can be creative and take some of those redundancies out. Running just 2 Hard to Ignore and/or What Doesn't Kill Me is perfectly fine. I did try Indomitable and usually didn't want to play it, instead hoping (successfully) to get one of the other ready cards and opting for a lasting Upgrade, and I also opted for not taking the Return Damage package Dauntless, [Electrostatic Armor] and Flow Like Water, as the Snow Clones, together with Iceman, can finish the game damage wise once you're setup quite quickly.
Be vigilant
Frozen Solid can actually be a trap for thwarting purposes. Don't use it if you rely on Hard to Ignore if the Main Scheme gets into dangerous territory, don't forget Advance. It's still worth playing it against villains that will for sure attack multiple times.
