Especially in a multiplayer context, I feel Storm's weather deck pushes her toward Aggression. Since the weather effects are global, and Weather Goddess is the only way to change them more than once per round, there will inevitably be some villain phases where the villain and minions have +1 ATK, and some player phases where the villain and minions have +1 Retaliate. Therefore, our primary "job" is to keep the board clear of minions to minimize the damage other players take from Thunderstorm-augmented attacks, and give other players room to focus on their own setup, defending, and thwarting, so that they don't have to worry about whether Hurricane is giving enemies Retaliate.
I had a lot of fun with this in a non-campaign expert Apocalypse scenario. Prior to that, tried out variations of it in solo against random villains (Ultron, Sandman, Sentinels, Unus, Horsemen) to get a feel for it, but tried not to spoil myself too much on the Apocalypse mechanics.
Wolverine is the best ally by far in here; between his base ATK, the possibility of attaching Attack Training and Enraged, and the effects of Boot Camp and Thunderstorm, he can have a total ATK of 8, Piercing, and can attack at least twice this way thanks to his healing factor. Angel and Colossus are almost as good since they have their built-in cost reduction and also have high base ATK.
That by itself is kind of just OK, but where this starts to get better is multiplayer -- lots of enemies start coming out with high HP, Tough statuses everywhere, etc. Once you have a bunch of upgrades out already, it's good to try to protect that investment -- Team Strike is a single instance of "your" "attack" for the purposes of things like enemy retaliate, and it distributes all that damage as you choose. It's admittedly not a great general-purpose card, but Storm makes particularly efficient use of it - I had a turn where I was able to play it to hit 3 Tough targets for 1 each (removing Tough), then deal a remaining 15 damage divided in a way that it defeated 2 minions and left the last one with 2 HP so the next player could take it out. Even though it's good, it depends on prior investment -- so I think 2 copies is plenty. With 3, I found myself drawing it too often without enough allies to use it on and/or resources to pay for it that wouldn't be better spent on Torrential Rain or Lightning Bolt.
Since the X-Men supports are all unique, consider swapping some out for other aggro good stuff if several other players are also using X-Men. Honorary X-Men is versatile, especially in multiplayer; you can put it on an ally (even if they're already X-Men) to give them just enough extra health for one more attack, or you can give it to a player who isn't in the X-Men (or yourself) to make them eligible for resources from The X-Jet (even in alter-ego form).
