Deck Concept
This deck didn't follow a strict concept. The goal here was to lean into her confuse/stun potential, her excellent thwarting, and Invisibility Gear to mitigate attacks, since her health is low and it can be recurred with Shopping Spree.
Jubilee naturally generates a ton of resources and benefits from running many differently typed resource cards, along with attack and thwart events that trigger both Jubilee's Coat and Jubilee's Sunglasses. I leaned into that also.
Justice wasn’t my choice (randomizer!), but she’s incredibly strong in it. With that in mind, here’s how she plays.
Core Strategy
Your top priority is getting Jubilee's Coat and Jubilee's Sunglasses into play. Once both are up, every event essentially turns into an excellent source of bonus damage or thwart (2 to 3 more if you're paying with different resources). They’re absurdly strong and you want them ASAP.
Disguise is great in your opening hand, especially because it lets you handle Shopping Spree immediately from alter-ego (threat can’t be removed by heroes, but alter-ego is fair game).
Any traditional economy cards like Helicarrier and Avengers Mansion also help you assemble your engine quickly. Note that The X-Jet is much better since its a resource generator, you want to use it for your events. Helicarrier is still good since it can help you pay for allies and other non-event related things. Prioritize The X-Jet though.
Once set up, you rotate between huge bursts of thwart and damage while layering stuns and confuses. Always keep an eye on your health: it's your biggest liability. Use your allies, stuns, confuses and Invisibility Gear to avoid villain attacks as often as possible. Since you can remove so much threat, Invisibility Gear becomes exceptional.
Against En Sabah Nur, Invisibility Gear was especially valuable when he switched to Biomorph: 1 SCH base but with overkill on attacks is not ideal for Jubilee. You can't really defend with allies so it's a good option to have him scheme when you don't have him stunned. And if he is confused, even better ;).
In his Giant form he gains Stalwart, but it barely mattered; he would be stunned or confused nearly every time he dropped out of it. Klaw was a complete breeze.
Card Highlights

Invisibility Gear: Can be recurred with Shopping Spree since it's an item and is amazing to avoid attacks, which Jubilee needs due to her low health pool.

Multitalented: Triggers both Jubilee's Coat and Jubilee's Sunglasses making it extremely efficient. It also heals!

Float Like a Butterfly: A staple for confuse-heavy decks. Pairs extremely well with Grande Finale, turning it into a 3-cost 9-damage finisher.

Lay the Trap: Excellent when you draw a hand stacked with thwart events, giving you a reliable way to convert excess thwarting into damage. It also pairs nicely with Skilled Investigator for extra card draw.
Multiplayer
I would leave the deck mostly unchanged for multiplayer. If your team needs more thwarting, you can add Even the Odds but overall the deck already performs very well in a group setting without major adjustments.
Final Considerations
There isn’t much I would change. The only adjustment I made from the initial build was removing Deft Focus, don’t use it! You want to pay for your events with as many different resource types as possible to maximize your bonuses. Deft Focus reduces cost, which actively hurts Jubilee’s kit. I realized this only after the first game. Other than that, I had total control for the entirety of all my sessions with these two villains. Jubilee was amazing.
Summary
Strengths:
- Strong control after the first few setup turns
- Excellent damage and thwart. She can do everything.
- Very easy to pilot, extremely thematic, and fun
- “Like, totally” (Jubilee's hero power) gives you a lot of flexibility: you can prioritize setup early and rely on events to thwart and attack instead of your basic actions. Basic Actions will only be useful when you have the coat and sunglasses to give you that +1THW and +1 ATK.
Weaknesses:
- Very low health: her biggest vulnerability
- Shopping Spree can be finicky: early on you may not be able to remove all the threat to clear Shopping Spree, and later in the game it can become dead once you’ve set all your ITEM cards.
