Mission: Infiltrate, Investigate, and Eliminate
For this Justice deck, I decided to go with a S.H.I.E.L.D. build that emphasizes card draw, while leaning into attack events, Confusing the villain, and removing threat (and potentially finding an ally to defeat as well). The result is this deck, which maintains a great deal of control while pushing consistent damage onto the enemies.

VILLAINS TESTED AGAINST to refine the deck and/or game play strategies (in both standard and expert): Klaw (with an expert house rule(1)); Ebony Maw; Tower Defense (with Proxima Midnight & Corvus Glaive; and Magneto.
Results:
- Excellent control across all enemies, both with regard to damage output and thwarting. He was especially effective against Tower Defense, consistently confusing at least one villain regularly to maintain dominance over both villains.
- One loss occurred in the first game against Expert Magneto when he quickly drew both copies of Advance to end up in the third stage of his Main Scheme. He also surged into numerous encounter cards. Eventually, there was just too much to manage.
- In the second game against Expert Magneto, however, Winter Soldier mainted control the entire time, and even though he had to exhaust multiple times to rid himself of stuns and Wrapped in Metal, his consistent damage output defeated Magneto before he could make it through one pass of his encounter deck. Regularly holding onto a copy of Arm Block, and keeping allies in play assured Magneto wouldn't gain the upper hand.
NOTABLE ELEMENTS:
Allies: Every ally is a S.H.I.E.L.D. ally. The purpose of each ally is as follows:
- Agent 13: Provides significant threat removal and readies Helicarrier.
- Agent Coulson: Grabs the preparation Silent Infiltration.
- Mockingbird: Stuns the villain.
- Nick Fury: For card draw.
- Nick Fury, Sr.: Removes 3 threat from a scheme or draws 2 cards.
- Black Widow: To enable playing Winter, Widow, Soldier, Spy and to grab the best attack event for the moment from the discard pile.
Additional Card Draw:
- 3 copies of Clear the Area
- Face the Past: Plus, dealing with the nemesis minion without the extra 2 HP from the Nemesis side scheme is generally much easier.

- Skilled Investigator
- Winter Mask
Main Scheme Protection:
- 2 copies of Concussive Blow (plus can provide an extra 4 points of damage if played using Cybernetic Arm)
- 2 copies of Silent Infiltration
- Under Surveillance
- Winter, Widow, Soldier, Spy (indirectly, by putting Silent Infiltration into play, while also likely defeating an enemy)
Conclusion:
Mission: Infiltrate, Investigate, and Eliminate stands as a testament to the power of a well-executed, draw-focused S.H.I.E.L.D. deck in the Justice aspect. This build provides exceptional consistency, transforming Winter Soldier into a powerful controller who never loses momentum.
The deck’s performance against a variety of villains confirmed its efficacy: it maintains an iron grip on the schemes while effortlessly dealing out substantial damage. The integrated card draw engine ensures you always find the right tool for the job. Ultimately, this deck offers players a compelling and powerful way to secure victory, proving that consistent control is the key to conquering even the toughest scenarios.
(1) Note on expert house rule for Klaw: This modification assures that expert Klaw makes for a consistently challenging villain during playtesting. After discarding cards at the beginning of the game and putting into play the first minion that is discarded from the encounter deck, if that minion is NOT a Masters of Evil minion, I search the encounter deck for a Masters of Evil minion and replace the original discarded minion with it. I then shuffle that original minion back into the deck.
