The idea is stay in hero form and block the villain each phase while in phased form.
Need to attack each turn to get back to phased form. This can be an attack event (haymaker?!) or basic attack after a ready from utopia.
Mulligan priories are utopia and children of the atom (to enable gunboat diplomacy).
The game plan is to quickly be able to defend once a round without taking damage while building up thwart with allies and mission training, using gunboats and attacks to clear minions.

My primary comment is that making Gunboat Diplomacy absolutely require Children of the Atom because only X-Men allies trigger Utopia is an ALL-IN design choice. I like the whole concept being all about that.
My difference in playstyle would totally include the very best Justice/Basic X-Force Allies (like top 1 of each) and then, if Kitty doesn't ready after defending, any of the X-Men allies can exhaust with the X-Factor ally even if Children of the Atom was not yet played or was unfortunately destroyed by the villain.
Last play style difference for me is I would nix the 3 Mission Training in order to offer more options like Chance Encounter and Heroic Intuition which still boosts Gunboat Diplomacy.
Another direction I might build instead of mucking up the main engine you have is swap out the Haymakers for Multitalented and get some The Power in All of Us in there for attacks, heals, thwarts, easier playing of the Basic allies and supports as well.
I honestly want to play your version before making any changes mentioned. Hope you liked exploring my suggestions.
