Scarlet Witch has 2 pillar cards to her signature set that care about the encounter deck:

The S.H.I.E.L.D. archtype, brings something special which one of the few ways to scry any deck we want (but probably the encounter deck) with Global Logistics. The S.H.I.E.L.D. Justice package comes with a ton of cards coupled with Scarlet Witch being a Mystic means we're going to have to make some hard cuts compared to the typical S.H.I.E.L.D. deck.

Recurring Nick out of the Sky-Destoyer

I've also been wanting to find a good way to recur Nick Fury while also being able to trigger Sky-Destroyer. Draw 3 cards and deal 2 damage? Yes please. Chance Encounter allows us to fetch Nick out of either our deck or discard, but we need a pesky side scheme to put it on. One Way or Another is our way to do that and can help us draw into Chance Encounter. Scarlet Witch also has access to Chaos Magic and can will Nick into existence. With all the extra card draw/cycling from Justice and Mystic there's a decent chance to help pull off this combo: One Way or Another or Spiritual Meditation.

Directing from the Command Center

Thematically, I picture someone directing the S.H.I.E.L.D. forces to go forth and do things. Luckily, S.H.I.E.L.D. also lends itself to a lot of thwarting from allies, which means Command Center can help us eek out more damage each turn on those side schemes we're pulling out with One Way or Another. Surveillance Team, Hex Bolt, Scarlet Witch's Basic Thwart can help get threat down, so our allies can get the finishing...thwart!

With allies being the focus of threat removal, I've dropped Homeland Intervention.
