War Machine - S.H.I.E.L.D Burger

In response to the YouTube video, Marvel Champions Deckbuilding 101: Burger Decks, I give you my attempt at a War Machine S.H.I.E.L.D deck! The slight spin on the typical S.H.I.E.L.D deck archetype is I'm looking to maximize the combo of Monica Chang with Surveillance Team and Chance Encounter. In a way treating this Justice deck more like a Leadership recursion deck.

I haven't done any testing yet, but this is more just trying to use KennedyHawk's burger/salad/smoothie approach to deck building.

I included One Way or Another because it helps get side schemes for you to attach Chance Encounter as well as helping find those weapon upgrades for War Machine's kit. Agent 13 helps a lot with speeding up Surveillance Team or getting some extra uses out of Nick Fury.

Just to round things out and to help War Machine's weaker thwarting ability, and cause it's thematic. I included Under Surveillance and Lay Down the Law.
