Firepower is a fun, strong card. Two effective resources for 9 damage is no joke! And conveniently, Black Panther has two weapons already in his kit. Exhausting Energy Daggers or Panther Claws doesn't stop you from using their Special ability.
We do want a third weapon, and our options are a bit limited. Bambino and SHIELD Sidearm can only be attached to SHIELD allies... But thankfully, there's plenty of strong SHIELD allies available. Nick Fury and Nick Fury, Sr. are good cards, though attaching a sidearm to either is wasteful.
Mockingbird is best used to stun then block, so she can be retrieved with Ancestral Knowledge and stun again.
Deathlok comes with a sidearm, so he is the best card to mulligan for. You can use T'Challa's setup ability to grab Daggers or Claws, ensuring another weapon early.
Ancestral Knowledge can be used to retrieve your Firepower cards, using them as often as possible. Aggressive Stance also helps grab them from your deck.
