Surprise Move seems a natural fit for Tigra, who has her own hero-specific upgrade that readies her, but her tempo is interrupted when Hunted isn't attached to a minion. Boost her ATK stat with Aggressive Conditioning and Combat Training. Add Spoiling for a Fight to summon minions, Bring It to draw even more cards, and Into the Fray to manage the main scheme.
Air Cover tutors a tactic upgrade to attach to a minion for overkill damage, pinging tough status cards, or healing up Tigra.
Moon Knight is just the icing on the cake.
