Disguise, Covert Ops, and Breaking and Entering allow her to take threat off the main scheme from alter-ego. Monica Chang leads Surveillance Teams to manage threat on side schemes. Quake kneecaps minions after they scheme. Counterintelligence sits as an emergency response to keep the main scheme from popping. The Raft is best used to lock down high thwart minions. Operative Skill adds +1thw to Natasha in Disguise during desperate moments to clear a particularly nagging side scheme. Chance Encounter can cycle Monica Chang back to hand to load up Surveillance Teams with extra counters.
