Repurpose is a great card for Rocket. With Hard Knock and Shake it off, he can gain tough status in most turns - which is necessary since he's vulnerable with only 9 HP.
Side holster can be an alternative, but if you can use Repurpose usually to discard tech weapon, you might not need it.
